What Bill 194 is, in plain language

Bill 194 — the Strengthening Cyber Security and Building Trust in the Public Sector Act, 2024 — received Royal Assent on November 25, 2024. It enacts the Enhancing Digital Security and Trust Act and amends the Freedom of Information and Protection of Privacy Act, creating new obligations for Ontario's public sector on cyber security, privacy, and the use of artificial intelligence.

The Act's preamble states the government's view that AI systems in the public sector should be used in a way that is responsible, transparent, accountable, and secure. On the AI side, it contemplates requirements for public sector entities to provide information about their AI use, to develop and implement accountability frameworks, to apply human oversight, and to take steps to manage risk.

The important detail for planning: much of Bill 194 works through regulations that are being made in stages. Ontario published its first regulations under the Act in March 2026 — covering cyber security and digital technology affecting people under 18 — with those two coming into force July 1, 2026. The AI-specific accountability requirements are the direction the Act sets; the precise obligations, which institutions they bind, and the timing depend on regulations still being developed. What Ontario municipalities can do now
